La mayoría de los policías son un modelo ejemplar, pero si los altos mandos no impulsan un cambio interno, el ciclo de las muertes evitables nunca acabará.
La muerte de George Floyd en Minnesota ha desencadenado una avalancha de disturbios violentos en todo Estados Unidos y no es la primera vez. Es otro resultado trágico de acciones policiales ilícitas que acaban en muertes evitables. Para mí, este suceso ha vuelto a despertar tragedias similares muy familiares.
El 22 de julio de 2017, mi sobrino Rashan Charles murió durante una operación de detención y registro con un policía en Londres. Desde ese día, he intentado ser muy claro en este tema que me afecta tanto. Aunque el policía implicado fue absuelto de conducta indebida, no hay duda de que la muerte de Rashan fue evitable. Y, a falta de una respuesta efectiva de quienes dirigen la Policía, habrá más muertes así en el Reino Unido.
Esa es mi opinión informada, como antiguo inspector jefe de policía y actual instructor de policía. Una furiosa minoría de la gente coincide con mi punto de vista y una mayoría ambivalente se pone a la defensiva. A menudo, siento una fuerte hostilidad por parte de quienes no quieren oír la opinión de un antiguo policía molesto.
Sin embargo, considero que tengo la competencia necesaria para analizar y evaluar estos casos. Cuando estudio acciones policiales que han provocado la muerte de un civil, no tengo que preguntarme qué habría hecho yo de haberme encontrado en esa situación; solo tengo que recordar cómo actué en incontables ocasiones cuando tuve que realizar esa misma clase de arrestos.
Quienes asumen la privilegiada responsabilidad de ser policías saben que el uso de la fuerza letal solo es permisible como último recurso
Claro que no hay dos casos idénticos, pero el abanico de tácticas que entrenan para resolver las distintas situaciones en las que se pueden encontrar los agentes es claro y coherente. Durante los años que estuve en la Policía Metropolitana de Londres, a medida que aumentaba mi experiencia y mi rango, desempeñé funciones de gestión e instrucción de agentes. Era responsabilidad mía garantizar que fueran competentes para evaluar los riesgos de forma adecuada y utilizar correctamente las tácticas policiales.
Las muertes de George Floyd, de 46 años, y de Rashan Charles, de 20, se produjeron a plena vista de los viandantes. Ambos sucesos fueron grabados en vídeo y los puede ver el mundo entero. Las dos grabaciones son perturbadoras y provocan rabia con cada visualización. A comienzos de las grabaciones hay dos hombres activos y en buena forma física y a los pocos minutos, están inertes.
La fuerza empleada por el exagente Derek Chauvin al detener a George Floyd y la del agente BX47 (quien detuvo a Rashan y al que se le ha concedido el anonimato de por vida) fue excesiva.
Conozco demasiado bien los riesgos que presentan los delincuentes violentos y las bandas organizadas. Los policías se pueden topar con individuos realmente peligrosos. Durante el tiempo que estuve de servicio, me aseguré de que todos los agentes que estaban bajo mi responsabilidad estuvieran preparados y entrenados para “la faceta más dura de ser policía”. Pero antes de exigirles eso, me aseguré de que yo también cumplía ese requisito.
Quienes asumen la privilegiada responsabilidad de ser policías saben que el uso de la fuerza letal solo es permisible como último recurso.
En esas circunstancias, tanto antes como ahora, los agentes deben tener la garantía de que tienen el apoyo de la Policía para recurrir al grado máximo de fuerza. Sin duda, la Policía merece el mayor apoyo social posible para proteger de forma segura a la comunidad.
Son los policías los primeros que deben afrontar la responsabilidad de reparar este daño, no las comunidades ni los barrios
Pero, en los casos de George Floyd y Rashan Charles, está más que claro que no eran una amenaza para los agentes ni para los viandantes y que la resistencia que presentaron las dos víctimas mortales fue prácticamente nula.
Estos errores los comete una minoría de los agentes, pero provocan brechas en la confianza depositada por la sociedad que afectan a toda la Policía. Lo que hacen es convertir el servicio policial en una labor extremadamente peligrosa y difícil para miles de agentes que sí se esfuerzan por tratar de forma adecuada a diversas comunidades y barrios a diario.
Lo que es aún peor: la hostilidad hacia la Policía en determinadas comunidades está tan enraizada que ya no va a ser posible arreglar la situación a lo largo de nuestra vida. Tal vez tenga que pasar una generación o más hasta que lo logremos. Pero no habrá ninguna posibilidad mientras sigan existiendo actitudes como las actuales y la mayoría de la gente se ponga a la defensiva. Demasiado a menudo, son los policías de mayor rango, los políticos y la Federación de Policía quienes encabezan esa resistencia.
Hay muchas familias en el Reino Unido que han perdido a sus seres queridos a manos de la Policía: Sean Rigg, Christopher Alder, Brian Douglas, Joy Gardner, Olaseni Lewis, Thomas Orchard, Roger Sylvester, Sheku Bayoh, etc. Son muchos más, pero mi incapacidad para enumerar los demás casos en este breve artículo no pretende ser una falta de respeto o menoscabo hacia sus familiares y amigos.
Es irónico que la hostilidad contra quienes critican las actuaciones policiales no solo proceden de quienes no ven nada mal en el daño que provocan algunos agentes de policía. También es una forma de pensar muy enraizada en la mente de personas que ya no aceptan la importancia y las ventajas que tiene una labor policial bien desempeñada, simplemente porque creen que eso no es posible. Esto le añade una dificultad más a los desafíos que afrontan los policías de hoy en día, pero son los policías los primeros que deben afrontar la responsabilidad de reparar ese daño, no las comunidades ni los barrios.
Conozco las dificultades a las que se enfrentan los policías. También sé que la mayoría de los policías son un modelo ejemplar día sí y día también. No obstante, si los altos mandos y quienes toman las decisiones no impulsan un cambio interno ni siquiera ante un acto ilícito de clara injusticia, el ciclo de las muertes evitables nunca acabará.
