Expresidentes, generales, líderes republicanos y demócratas, redes sociales, OMS, China y buena parte de la población estadounidense. El presidente de EEUU, Donald Trump, está en guerra con todo el mundo. Su cuestionable manera de gobernar y gestionar crisis tan inéditas como la del coronavirus se ha visto más criticada aún tras la muerte de George Floyd a manos de la policía. La soledad de Trump nunca había sido tan evidente como ahora: pocos ocultan su decepción con la gestión de un presidente que tendría que estar uniendo, no desuniendo a los suyos en tiempos tan complicados.
“Las instrucciones transmitidas a nuestros soldados antes del Desembarco de Normandía les recordaban que ‘el eslogan nazi para derrotarnos era ‘Divide y vencerás’. La respuesta estadounidense es ‘La unión hace la fuerza’”, sentenciaba esta semana James Mattis, exsecretario de Defensa de Estados Unidos.
Mattis, que abandonó el cargo en 2018 por discrepancias por la retirada de tropas estadounidenses en Siria, había hecho hasta ahora del silencio su bandera, pero la gestión de Trump de las manifestaciones que recorren todo EEUU tras la muerte de Floyd le han hecho estallar. Y de qué manera. “Donald Trump es el primer presidente en mi vida que no trata de unir al pueblo estadounidense, ni siquiera finge intentarlo”, afirma en un artículo publicado en The Atlantic. “En cambio, trata de dividirnos”, añade.
No es el único que ha dado un paso al frente contra el líder estadounidense. El ‘Club de los presidentes’ le respalda:
“Para lograr el cambio hay que hacer que la gente en el poder se sienta incómoda, y trasladar eso a soluciones prácticas y a leyes” (Barack Obama).
“Estoy convencido de que juntos, los estadounidenses elegirán el mejor camino, el de la empatía, el compromiso compartido, la acción valiente y la paz arraigada en la justicia” (George W. Bush).
“La gente que tiene poder, debe ir por delante, responder a las preguntas, y hacer que cada vez más gente sea ‘nosotros’ y cada vez menos personas sean ‘ellos’” (Bill Clinton).
“Necesitamos un gobierno que sea como mínimo tan bueno como su ciudadanía, y desde luego somos mejores que esto” (Jimmy Carter).
Los cuatro expresidentes son tajantes a la hora de evaluar la gestión de las peores protestas que se recuerdan en EEUU desde el asesinato de Martin Luther King, en 1968.
Todas las críticas hacia Trump resaltan cómo, en lugar de tratar de apaciguar los ánimos, los incrementa al acusar a los manifestantes de “terrorismo” o de amenazar con sacar el Ejército a las calles si las autoridades estatales son incapaces de contener los disturbios. El contexto de estas protestas no puede ser, además, más fatídico para el líder estadounidense: en mitad de una pandemia mundial que ya ha matado a más de 105.000 estadounidenses y que ha provocado el peor colapso económico desde la Gran Depresión de 1929.
De momento, el presidente de EEUU empieza a perder el respaldo de la población: una encuesta de Reuters/Ipsos del martes revelaba cómo casi dos de cada tres estadounidenses (el 64%) simpatizan con las protestas por la muerte de Floyd y el 55% desaprueba la gestión de Trump. Pero el líder de EEUU no deja nada al azar y, pese a esos datos, está jugando sus cartas.
En menos de seis meses los estadounidenses elegirán presidente y todo lo que hace Trump debe interpretarse en esa clave
José Antonio Gurpegui, catedrático de Estudios Norteamericanos e investigador del Instituto Franklin-UAH.
“Nos encontramos en año electoral: en menos de seis meses los estadounidenses elegirán presidente y todo lo que hace Trump debe interpretarse en esa clave. Esta crisis le beneficia en tanto en cuanto él iba a basar su estrategia política en los éxitos económicos de su presidencia, algo innegable sobre todo teniendo en cuenta que el índice de paro apenas llegaba al 4% y Wall Street estaba en máximos históricos”, explica José Antonio Gurpegui, catedrático de Estudios Norteamericanos e investigador del Instituto Franklin-UAH.
“Todo ello se le había venido abajo con la crisis del coronavirus y amenazaba con echar por tierra todos sus éxitos. La crisis derivada de la muerte de Floyd, sobre todo con imágenes en las que los manifestantes asaltan comercios e impera el vandalismo, le beneficia en tanto en cuanto él pretende mostrarse como el gran salvador de la sociedad americana o el único capaz de imponer el orden o la cordura en esa sociedad”, añade Gurpegui.
La mano dura que está empleando Trump recuerda a la del expresidente Richard Nixon: en 1968 se postuló como el candidato de la “ley y orden” para erradicar la violencia y le funcionó, ganando las elecciones al demócrata Hubert Humphrey. Ahora Trump parece estar guiándose por la historia y usar su misma “mano dura” empleando la violencia como cortina de humo para tapar sus promesas económicas incumplidas y, sobre todo, la gestión del coronavirus.
Pese a que Trump se inspire en Nixon, hay una diferencia abismal: después de su nombramiento ese año, el expresidente dijo: “A todos aquellos que dicen que la ley y el orden es la palabra en clave para el racismo, la respuesta es esta: Nuestro objetivo es la justicia para todos y cada uno de los estadounidenses. Si queremos tener respeto por la ley en Estados Unidos, debemos tener leyes que merezcan respeto. Igual que no podemos tener progreso sin orden, no podemos tener orden sin progreso y, de este modo, igual que nos comprometemos esta noche con el orden, nos comprometemos con el progreso”.
De ahí que incluso en clave de estrategia, Trump tenga las manos atadas, como recuerda el analista político David Frum: “Hoy sabemos cómo era Nixon en sus grabaciones secretas: grosero, amoral, a menudo intolerante. El Nixon público de 1968, sin embargo, se comportó con la dignidad y el decoro que los estadounidenses esperaban de un presidente. En 2020 Trump no ocupa el lugar de Nixon, sino de Daley y de George Wallace. Es la fuerza del desorden que intimida a los votantes para que busquen a un candidato sanador, pero no en el sentido de restablecer un orden público justo y equitativo”.
El domingo, Trump retuiteó a una figura mediática de la extrema derecha: “Esto no va a terminar hasta que los tipos buenos estén dispuestos a usar una fuerza aplastante contra los tipos malos”. Más leña al fuego. Y no es el único frente que tiene abierto: las redes sociales ya no compran sin más sus mensajes y Twitter ha instado por primera vez a sus usuarios a cuestionar la información que publica el presidente en su cuenta. Fiel a su estilo, el mandatario acusó a la red social de querer interferir en los comicios. Pero, por mucho que actitudes así sorprendan a parte de los estadounidenses y más allá del país, su electorado le seguirá siendo fiel, en opinión de Gurpegui.
“Incluso en momentos en los que su popularidad estaba en niveles muy bajos, en torno al 30% en el conjunto de la sociedad norteamericana, la fidelidad de sus votantes estaba en índices muy altos, en torno al 90%. No creo que pierda ningún voto por cómo está gestionando todo esto, más bien al contrario: la manera en la que lo maneja no hace sino recalcar o convencer todavía más a sus votantes que le apoyaron hace cuatro años de los beneficios de su presidencia”, analiza el investigador del Instituto Franklin.
Es más, el líder republicano aspira a conseguir todavía más respaldo. Quiere fidelizar a sus votantes y, por otra parte, “atraer a votantes demócratas próximos a postulados republicanos con las imágenes que se están viendo”, explica Gurpegui. “La propiedad privada, más allá de que sean republicanos o demócratas, es tan importante como la propia vida y esas imágenes que se están viendo de asaltos y vandalismo desde luego que harán a muchos replantearse cómo manejaría esta crisis un presidente débil o un presidente demócrata”, concluye.
Así que Trump está solo en lo que a grandes líderes de opinión o figuras destacadas se refiere, las calles parecen no estar de su lado, pero en 2016 todo parecía en su contra también y ahí le tienen. Es Trump, no lo olviden.
