Trump cede a reformar el protocolo policial y rastrear el uso excesivo de la fuerza
Las protestas desatadas por la muerte de Floyd claman justicia y critican la desigualdad racial.
El presidente de Estados Unidos, Donald Trump, firmará este martes una orden ejecutiva que establece la creación de una base de datos para rastrear el uso excesivo de la fuerza por parte de la Policía estadounidense.
La orden, que el Ejecutivo estadounidense aún está ultimando, también establecerá un sistema de certificación nacional para las agencias de aplicación de la ley, según ha informado la cadena de televisión CNN, que cita a una fuente conocedora del texto.
Las disposiciones clave del borrador incluyen directivas destinadas a alentar estándares más altos entre los departamentos de Policía, pero deja abierta la posibilidad de que el Congreso de Estados Unidos emprenda una reforma policial más significativa.
Según el citado medio, son los legisladores los que tendrían que llevar a cabo el trabajo más arduo en este sentido. Trump, por su parte, no ha participado en la redacción de la orden ejecutiva, que llega después de la ola de indignación que se levantó tras la muerte del ciudadano afroamericano George Floyd a manos de la Policía en Mineápolis.
Trump, que no ha reconocido la existencia de racismo sistémico en el país norteamericano y ha mentado la “ley y el orden” a lo largo de varias semanas desde que comenzaron las protestas por la muerte de Floyd, confirmó que la Casa Blanca trabajaba en una orden ejecutiva sobre estándares policiales el pasado jueves.
Asimismo, se mostró a favor de prohibir, “en general”, el uso de técnicas como el estrangulamiento para reducir a posibles sospechosos durante las detenciones policiales. No obstante, no se espera que la orden ejecutiva que firmará este martes prohíba totalmente esta maniobra.
Las protestas desatadas por la muerte de Floyd claman justicia y critican la desigualdad racial y han conseguido que muchos cuestionen el ‘status quo’ en Estados Unidos. En este contexto, estados estadounidenses y diversas ciudades han adoptado nuevos estándares para los Departamentos de Policía, como prohibir la maniobra del estrangulamiento durante las detenciones.

También, los congresistas demócratas presentaron la Ley de Justicia en la Policía, un proyecto que pretende acabar con la brutalidad policial. En concreto, busca que la Policía “rinda cuentas, acabar con la brutalidad policial, mejorar la transparencia, introducir cambios estructurales y proteger” a las comunidades estadounidenses.
En la práctica prevé la creación de una base nacional de “antecedentes policiales”, prohibir las llaves de ahogamiento, acabar con la normativa que impide demandar a los cuerpos policiales, hacer que sea obligatorio el uso de cámaras corporales para los agentes de todo el país y prohibir el uso de armamento militar para los policías.
