Trump llegó a proponer el despliegue de 10.000 militares en suelo estadounidense para contener las protestas
La intervención del Ejército en el país está regulada en parte por la ley de Posse Comitatus, que solo permite esta clase de despliegue en circunstancias absolutamente extraordinarias.
El presidente de Estados Unidos, Donald Trump, llegó a proponer el despliegue de 10.000 militares en servicio activo dentro su propio país para contener las protestas contra la muerte, el pasado 25 de mayo en Mineápolis, del ciudadano de raza negra George Floyd durante una detención y por la que han sido imputados cuatro agentes de Policía.
Solo la intervención del fiscal general William Barr, el Secretario de Defensa, Mark Esper, y el jefe del Estado Mayor Conjunto, el general Mark Milley, lograron convencer al mandatario de que se olvidara de la idea tras un “tenso y acalorado debate”, según fuentes próximas a lo ocurrido a la cadena CBS.

Ley Posse Comitatus
La intervención del Ejército dentro de las fronteras de EEUU está regulada en parte por la ley de Posse Comitatus, que solo permite esta clase de despliegue en circunstancias absolutamente extraordinarias como una invasión, una epidemia o cualquier otra circunstancia que, según el presidente, incapacite a las fuerzas de seguridad para mantener el control del país. Con todo, es considerada como un acto de absoluto último recurso.
La discusión tuvo lugar el pasado lunes, el día más tenso de las protestas en Washington D.C., cuando la Policía dispersó por la fuerza a los manifestantes minutos antes de que Trump abandonara la Casa Blanca para cruzar la calle y presentar sus respetos ante la muerte de Floyd en la iglesia episcopal de San Juan.
Tanto Esper como Milley lamentaron estos momentos al entender que el presidente había usado a las fuerzas de seguridad con propósitos violentos solo con la intención de efectuar un gesto político y de cara a la galería. “Por supuesto que lamentan haberle acompañado en la caminata”, ha añadido otra fuente oficial bajo el anonimato a la cadena CNN.
En un intento por satisfacer las demandas de Trump, Esper y Milley llamaron a los gobernadores de los estados para implorarles el despliegue de la Guardia Nacional para apaciguar al presidente.
“De no haber intervenido la Guardia ahora mismo tendríamos soldados en todo el país”, aseguraron las fuentes de CBS.
El miércoles por la mañana, después de dos noches de protestas pacíficas, Esper ordenó que 700 militares de la 82 División Aerotransportada regresaran a Fort Bragg en el principio de una confusa cadena de órdenes que mantuvo permanentemente a ese contingente al borde del retorno conforme Esper iba recibiendo informaciones contradictorias sobre las intenciones de los manifestantes.
Con la situación más tranquila según pasaron los días, el secretario de Defensa ratificó por escrito su rechazo a recurrir a la “ley de insurrección”, una legislación con más de 100 años de antigüedad que Trump quería emplear como base legal para desplegar al Ejército en suelo estadounidense, de acuerdo con las fuentes.
La Casa Blanca no ha hecho comentarios a ninguno de los dos medios estadounidenses sobre estas informaciones.
